Hierarchy of Needs is one of seven new weapons that can be obtained through the new Spire of the Watcher Dungeon, as you can expect. Just like other Exotic drops from previous Dungeons too, the Combat Bow is dropped from this season’s Dungeon’s last boss, Persys, Primordial Ruin. How to Complete Hierarchy of Needs Combat Bow Catalyst in Destiny 2
Once you have acquired the Exotic Bow, you should also be able to find the Catalyst in the Spire of the Watcher Dungeon. The objective for the Catalyst is just a simple grind: you need to get 500 kills in order to unlock the Hierarchy of Needs Catalyst.
To farm some mobs, it seems most Guardians still recommend the Shuro Chi Checkpoint in the Last Wish Raid. You should be able to easily find numerous Shadow Thrall in the entryway while stronger enemies are waiting in the hallway — just keep in mind that ammo is pretty hard to come by here. Farm them by defeating most of them first and then do a reset by getting killed or letting the timer end.
