To get Thunder Wave in Pokemon Scarlet and Violet, you need to head to the Pokemon Center in Area One, close to the Mesagoza City door, and he will reward you with Thunder Wave.

However, you must achieve a few prerequisites before he gives you the Thunder Wave.
