You can get  TM 032 Swift in Pokemon Scarlet and Violet from Nemona after exiting from Inlet Grotto. Inlet Grotto is a cave where you can find in the South of the Paldea, and  Nemona assigns you the task of defeating a swift. Once you have beaten the Swift and exit the cave, Nemona offers you TM 032 Swift as a gift.

There are another two locations where you can find the Swift in the game. You can find it in the east section of Los Platos or Near the tree in the west area of the Watchtower at Area Five of the South Province.
